The Brook Apartment building contributes to the MacArthur Park Historic District. The Brook Apartment Building and 1002 Cumberland were built in the early 1890s by Richard Bragg. Richard Bragg was a carriage maker by trade, but became better known for his real estate investments (that made him one of the richest men in Little Rock.)
The buildings were built as apartments which was uncommon at the time and they are likely some of the early apartments in Little Rock. Collectively the apartments were called Caroline Row in the 1970s when they were first renovated because 10th Street used to be Caroline Street. The apartments are first listed in the 1893 Little Rock Directories. Andre E Willey a printer for the Arkansas Gazette is listed as the first tenant along with Edmond R. Willey a Chief Deputy US Marshal and Miss Eva Willey. Samuel Hoffman, a clerk for Guss Blass & Co. is listed in apartment 217. Dr. Ida Brooks lived at in apartment 219. Dr. Brooks was the daughter of Joseph Brooks know from the Brook-Baxter War. Brooks was one of the few female doctors of the time. She specialized in psychiatry. The carriage block in front of the building reads, "Dr. Brooks."
